Planning packaging machinery for a potentially explosive atmosphere

Hazardous-area machinery selection must follow the documented process, substances, release sources and area classification for the actual site.

Start with the site risk assessment and hazardous-area classification

An ATEX packaging-line enquiry cannot be defined safely by asking for an “ATEX machine” without the underlying application information. The employer or site operator must establish whether dangerous substances can create a fire or explosion risk and identify the locations and operating conditions in which an explosive atmosphere may occur. In the UK, the Dangerous Substances and Explosive Atmospheres Regulations (DSEAR) framework is explained by the Health and Safety Executive.

The machinery review should receive the site hazardous-area drawing, zone boundaries, gas or dust group, temperature classification where applicable, ventilation assumptions, cleaning method and the operating scenarios considered. A competent site-specific assessment is required; a general catalogue description cannot determine compliance or final equipment suitability.

Define the complete process, not only the filling point

Potential ignition sources and material releases can involve product transfer, tanks, pumps, filling nozzles, extraction, conveyors, coding, static, electrical controls and maintenance activities. The line boundary must state which equipment is inside or outside the classified area and how containers, closures and finished packs cross that boundary. The control philosophy should include normal operation, stops, cleaning, maintenance, loss of ventilation and safe restart.

Keep responsibilities and acceptance evidence explicit

The quotation and design review should identify the information supplied by the site, the machinery supplier's scope, third-party assessments and unresolved assumptions. FAT and site acceptance criteria should check the agreed equipment, documentation, interlocks and interfaces without implying that a factory test replaces the site's overall DSEAR duties or final risk assessment.
